The Bible mentions that the souls of animals return back to the Earth, seemingly suggesting that they reincarnate, which could explain the unusual degree of animal instinct.

To what degree humans reincarnate is more controversial, because the Bible does say that it's appointed to people once to die and then the Judgment. (Hebrews 9:27)
Nonetheless, that there are exceptions seems apparent since the Bible speaks of cases where those who have lived before live again. For example, Elijah was prophesied to return again, which Jesus said was John the Baptist. However, Elijah did not die but was carried up to Heaven, so it is debatable whether this was true reincarnation. (2 Kings 2:11)

How Did God Know Us Before?
The Bible speaks of God foreknowing us before we were born, which raises the question of where our spirits were before birth. Ecclesiastes 12:7 states that upon death our spirits will "return" to God who gave them to our bodies. That implies that they existed with God before the creation of our bodies.

Angels on Earth
Regardless of whether humans reincarnate, angels are capable of walking on Earth, and looking to all appearances like ordinary human beings. They would logically be capable of living on Earth multiple times, as they are not bound in one place until the Final Judgment.
